The study should include some measurements of the quality of service for domestic and roaming data services, including information such as the offered network technology and generations (2G, 3G, 4G, 5G), the typical download and upload speeds, latency, possibly handover quality, e.g. when crossing a country border. The quality of service of the data roaming services shall be compared with the domestic quality of service. In order to ensure the validity of the conclusions, this study will carry out measurements of the data roaming quality in a sufficiently large number of Member States.
