ESPON Baltic ReSeaLand will operationalise territorial resilience in the BSR through a set of indicators to measure adaptive capacity, vulnerability, and exposure across both land and sea; territorial analyses highlighting resilience patterns, hotspots, and critical areas requiring targeted interventions; and methodological guidelines to integrate resilience considerations into spatial planning, policy design, and cross-sectoral governance.
