Increased entrance of appeals also leads to increased processing times in several offices, which in themselves pose a risk to legal security. In addition, the large increase means that the government manager must re-prioritise the use of resources for appeals, which is at the cost of preventive work such as supervision and guidance, and the role of competence centre and supporter for the municipalities.
