for three areas; strategic consultancy, legal work and rules design, as well as analyses and measurements. We would like to enter into a contract with up to two tenderers per sub-contract and each tenderer can submit a tender for one or several sub-areas. The authority and regulations (MoR) are the Directorate of Public Roads ́s trade and authority bodies. The unit is responsible for developing rules, undertaking control and technical approval, giving professional advice to the road director and safeguarding appeals in accordance with the Public Roads Administration Act for decisions made in the divisions in the Norwegian Public Roads Administration. The authority and regulations have the authority role for all road authorities.
