nment, the tender shall independently assess the strengths and weaknesses of various conceptual choices and assist Nkom in evaluating and determining the final conceptual choices for the chosen cost model. The selected tenderer must assist Nkom in developing a cost model that complies with the legal framework, including the relevant EC recommendation(s) and the European Electronic Communications Code (EECC).
