Specifically, this will be by examining which punitive and/or rehabilitative responses (“outcomes”) are more or less likely to be given to people by the relevant authorities in the different EUDA reporting countries for use-related “drug law offences” (unlawful possession, purchase, use, cultivation or production of controlled drugs for personal consumption.
