nomic operator appointed and their supply chain will be required to actively participate in the achievement of social value outcomes relating to participation in skills, development, employment and training programmes in the localities within which the Service is to be undertaken. Therefore, the economic operators’ technical capability to meet these requirements may also be assessed at the pre-qualification and award criteria. Further details will be provided in the Invitation to Tender documents. Accordingly, contract performance conditions will be included in the Contract(s) to be awarded in accordance with Regulation 70 of the Public Contract Regulations 2015.
