MI) Head-End System (HES). ESB anticipates procuring: • Manufacture, supply, and delivery of up to 1,500,000 Single-Phase and Three-Phase Whole current Smart Electricity Meters, to be called off incrementally over the life of the framework as required. • Development (inclusive of Security Architecture), development, implementation, and integration of the required IT systems, including but not limited to the following: • A Head End System (HES) capable of integrating with multiple SEM meter vendor’s products concurrently, delivering high levels of interoperability across multiple devices, communications and system vendors within a complex AMI environment. • A Head-End System (HES) capable of meeting ESB Networks’ functional, security, and performance requirement for 1.5 million SEMs initially and the capacity to scale up to potentially 3 million SEMs during the contract term.
