the confines of the West and East piers of Howth harbour in four main zones known as: * the fishing basin between West and Middle Piers * the channel which provides access from sea * the outer swing mooring area to the north of the inner break water * the inner Marina basin which is adjacent to the public slipway and channel It is proposed that this material is treated and stabilised in a location on the Middle Pier and pumped to a location to the West of the West Pier where it is to be used as the core infill of a new reclaimed multi use land area.
