The purposes of this TA contract are summarised as follows: • Verify the needs underpinning the proposed project and assess the legal, strategic and regulatory framework to implement the project. This shall include an evaluation of the organizational framework under which the project will be implemented • Carry out an appraisal of the suitability and capacity of the proposed project locations, including physical dimensions, legal title, infrastructure, public services, amenities and accessibility, etc. • Assess the possible project risks including environmental, social, climate and financial, etc. during both the construct
